Jurisdiction?

A friend of mine ask me which police service has jurisdiction over the Don Valley Parkway. What do you think? Let's look at the following scenario. As we all know, PCPappy works at 43 Division. Today, he is travelling to Halton region for a joint event. While he travels on the Don Valley Parkway, which is outside of 43 Division boundary, he notices a vehicle is speeding. Can he pull the vehicle over? (1) PCPappy then travels along Highway 401, which is patrolled by the OPP. He notices a vehicle is speeding, can he pull the vehicle over? (2) As PCPappy entered Oakville, he notices another vehicle traveling at a high rate of speed. Oakville is jurisdiction of the Halton Regional Police, can PCPappy pull the vehicle over? (3)
