No Standing

Here’s a quote from the parking enforcement pamphlet: “The "No standing" sign is one of the most restrictive parking regulations in Toronto. Once a vehicle has ceased moving, even if occupied, it is deemed stopped or standing." So my question is, is there any exemption? Can vehicles stop to offload passengers? Can delivery trucks stop to unload goods?
